Occupancy is one of the most visible measures of flexible workspace success.
London flex occupancy reached 86% at the end of the first half of 2025, according to Workthere data cited by Savills. Strong demand is positive for the sector—but occupancy alone does not show whether a location is performing at its full commercial potential.
A building can be busy while still carrying unnecessary operating costs, using space inefficiently or delivering services that customers do not value.
The more useful question is not simply, “How full are we?” It is, “How well is the space performing?”
That requires operators to consider several connected measures:
How frequently are desks, rooms and amenities actually used?
Which products and services generate the strongest returns?
What is the true operating cost of each location?
How efficiently can the team support each member?
Which parts of the experience influence satisfaction and retention?
These questions become more important as operators grow. A process that works across one or two locations may become expensive and difficult to control across a larger portfolio.
